are of course anxious to reach a
mutually satisfactory arrangement ith Chiang
Kai-shek. They regret, however, that they
cannot agree that the Officer Comman ing the British Force should ct as the delegate of Chiang Kai-shek in accepting the Japanese

surrender ia dong Kong., as ziready indicated, however, they would welcone the presence of e representative of Chieng Kai-shek in Hong Kong
on the occasion of the surrender.
2. The surrender could be accepted by
the British Officer in Commenu of the British
Force [to be designated in Force to be designated in General Order No. 1.,
but the Chinese officer delegated by Chiung Kai-shek would attend as the representative
of the Commander of the China theatre ind on
the assumption that there will be surrender

3. We should of course equally welcome the presence of an American officer if the U.S. Government were to express a wish to
that effect; end in that event we should
wish him also to sin es a witness if Chinese
